Hansel selects Innofactor as the provider for the renewal of the procurement announcement service Hilma

Hansel has selected Innofactor in a public procurement competition as the provider for the renewal of the procurement announcement service Hilma (www.hankintailmoitukset.fi).The procurement consists of the following for Hilma: delivery and implementation projects, maintenance and support services, and specialist services for further development. The delivery and implementation projects are planned to be finished during 2019. The renewed service is planned to start on January 1, 2020, at the latest. After this, the development of the service will continue using agile methods for further development. The estimated total value (excluding VAT) stated by the customer in the procurement notice is EUR 4.0 million where the value of the first phase during year 2019 is approximately about EUR 1 million.
The Hilma service is an electronic announcement channel for public procurements where procurement units announce their public procurement competitions. From Hilma, companies get real-time information about current competitions and advance information about future competitions. Hilma will be renewed, because it is technically outdated, and also in order to renew and modernize its functions. It would not be practical to develop the current service, designed in 2007, to correspond with large scale changes that have been made to digitalize procurements. Innofactor's solution is entirely based on the modern Microsoft Azure technology and will be implemented using agile DevOps methods.

Hansel Ltd is the state's central procurement unit, which is responsible for public procurement competitions concerning the entire state administration. It also manages the drawing up and maintenance of agreements. Hansel also takes care of marketing the agreements to the customers in cooperation with the suppliers. Hansel also provides other procurement-related services for its customers. Hansel has a total of approximately 80 framework agreements and dynamic procurement systems, which include over 350 suppliers selected on the basis of procurement competitions. Since 2015, Hansel has been responsible for the state's electronic service for public procurement competitions.
The decision will be legally valid after the appeal period defined in the Procurement Act has passed.
